About Us
Effectual Educational Consulting Services opened its doors back in 2006 when our special education service providers began to provide services to charter schools. In 2010 EECS became a Nonpublic Agency as it expanded its capability of providing these services to charter schools. Since that time, EECS has continued to grow and now has special education service providers across the state of California. We pride ourselves on providing efficient and effective services to benefit students with exceptional needs and to keep your school in compliance.
EECS can help provide special education services to your charter school, home school, private school or organization. Our service providers include speech and language pathologists, occupational therapists, educational specialists (special education teachers), BCBA’s, school psychologists, school nurses, physical therapists, deaf and hard of hearing teachers, visual itinerant teachers, adaptive physical education specialists, orientation and mobility teachers, and orthopedically impaired teachers.
Our ‘kid-centered’ approach and mission is to provide efficient and quality special educational support to keep your charter school in compliance. Our emphasis is to develop positive and nurturing relationships with the students while maintaining a spirit of collaboration and good communication with the staff at your school. Our service providers are fully aware of the importance of staying in compliance with special education timelines so our focus is flexible to assist and allow assessments and IEP meetings to be held accordance with school regulations.

Mark Hopkins
School Psychologist
Mark Hopkins is a School Psychologist who opened the doors of Effectual Educational Consulting Services (EECS) back in 2006. Mark’s work experiences over the last 25 years have included serving as a Deputy Probation Counselor in Orange County, a School Psychologist with at-risk teens in Los Angeles, and working with emotionally troubled students throughout Southern California. His current focus includes operating his business to serve students with educational disabilities that attend charter schools. He is a tireless advocate for students to be served in an educational setting that allows them to maximize their full academic potential. Mark and his wife Brigette stay very busy with a blended family of 6 children.
Rhawnda Bochum
Operations Manager
Rhawnda Bochum has been with EECS since 2009. She manages the day-to-day operations, bookkeeping, case management, recruiting and service requests. In her free time, she spends time with her family playing board games and traveling.
Lia Wilcox
Case Manager
Lia has been working in Executive Administration for over 20 years. When she is not chasing after her 2 boys, she enjoys traveling with her husband and family, attending sporting events and creating home décor.
